Alfred Street Baptist Church Proposes 145-Unit Affordable Housing Redevelopment in Old Town Alexandria

In a powerful example of faith and community impact, Alfred Street Baptist Church has submitted plans to redevelop a portion of its Old Town Alexandria property into a 145-unit affordable apartment complex. The project, created in partnership with The Community Builders, Inc. (TCB), aims to expand affordable housing options for residents earning between 30% and 60% of the area median income.


The proposed redevelopment would replace 34 existing units at 598 S. Alfred Street with a new four-story building designed to create more than four times as many affordable homes. Plans include a below-grade parking garage and a shared courtyard designed for community connection.


According to the application, 111 units would be affordable to households earning up to 60% of the area median income (AMI), and 34 units would be affordable to those earning up to 30% AMI.


The church and TCB are seeking a rezoning and development special use permit to increase residential density in alignment with Alexandria’s S. Patrick Street Housing Affordability Strategy. The proposal is scheduled for review by the Alexandria Planning Commission on December 2, 2025.


This effort reflects a growing movement among faith communities to address local housing needs by reimagining church-owned property. The project also includes future redevelopment plans for nearby parcels at 601 S. Alfred Street.
